An application-layer operator chooses the user context, interface, data policy, ranking objective, business model, default settings, and success metric. Those choices shape the moral environment of the product.
That is why the builder's responsibility cannot be outsourced to the model provider. If you wrap powerful capability in manipulative incentives, you have built a manipulative product.
The Opportunity
The hopeful news is that application-layer choices are also where reform can happen fastest. A builder can create user-controlled recommendations, parent-visible settings, transparent AI frameworks, non-addictive social products, worker-aligned marketplaces, and tools that strengthen thought.
You do not need to own the frontier model to build humane technology. You need to own the moral architecture of the product you ship.
What To Demand
Users, investors, and institutions should ask application builders direct questions: What do you optimize? What do you refuse to optimize? How can users control the system? How do you measure whether people are better off? What happens when your growth metric conflicts with user agency?
Those questions belong at the center of the AI economy.
